Job Description

KAR OG SASAN ALAN DMCC is seeking for a highly experienced Cost Controller to lead project and operational cost management across our oil and gas operations. The role owns the full cost-control cycle keeping project and contract expenditures within approved budgets and operational objectives. This is a senior position; only candidates who meet the minimum requirements below, including substantial upstream oil and gas experience, will be considered.

Location : Erbil- with occasional travel to Baghdad and           Mosul Governorates

Schedule : Full-time Employee

Working Time : Sunday – Thursday (8:30-16:30)

Key Responsibilities:

Cost Management & Control

  • Develop and implement cost control systems, procedures, and tools aligned with project requirements.
  • Establish and maintain the Cost Breakdown Structure (CBS) in alignment with the Work Breakdown Structure (WBS).
  • Monitor and control project and operational expenditures, commitments, and forecasts against approved budgets.
  • Maintain a commitment register covering contracts, purchase orders, service orders, change orders, call-offs, and remaining commitments.
  • Own and maintain the project cost report, including approved budget, commitments, actual costs, accruals, Value of Work Done (VOWD), forecast, variance analysis, and Estimate at Completion (EAC) for each project activity
  • Ensures accruals are properly recorded, and proper forecasting is performed to support operations
  • Manage the project Authorization for Expenditure (AFE) process, including raising, tracking, supplementing, and closing out AFEs, and controlling actual spend against each approved AFE.
  • Monitor physical progress and calculate, record, and report the Value of Work Done (VOWD), ensuring that project accruals are accurate, complete, and aligned with the actual progress achieved across all project phases.

 

Budgeting & Forecasting

  • Support the preparation of project budgets and cost estimates.
  • Maintain the project cost baseline and update forecasts based on actual performance and trends.
  • Prepare monthly forecast updates and explain movements between the previous forecast, current forecast, approved budget, actual cost, accruals, and expected final cost.
  • Analyse variances and recommend corrective actions.
  • Apply techniques to, analyze, and forecast project cost and schedule performance.

 

Reporting & Communication

  • Prepare and present periodic cost reports (weekly/monthly) to project stakeholders.
  • Provide input to monthly project progress reports and financial dashboards.
  • Liaise with planning, procurement, and the technical departments teams to ensure cost and schedule alignment.

 Contract & Procurement Interface

  • Review and validate contractor and vendor invoices against contracts and purchase orders. Prepare contractor invoice package for finance department review and payment processing.
  • Ensure proper cost allocation and coding in digital ERP software system
  • Support procurement in cost-related evaluations and negotiations.
  • Perform contract administrator function in coordination with procurement and legal department, including contract amendments, variations, extensions, contractor claims, contract clarifications, etc.
  • Track, evaluate, and report the cost impact of project changes, variations, amendments, claims, and potential scope changes, ensuring timely updates to contracts, forecasts and budgets.

 

Team Leadership & Support

  • Mentor junior cost control staff and support their development.
  • Collaborate with the Business Controllers on invoicing, payment processing, and project close-out.



Requirements

COMPETENCIES & QUALIFICATIONS

  • Solid experience in budgeting, forecasting, cost tracking, cost reporting, variance analysis, and cost-control processes within the oil and gas industry.
  • Strong understanding of project and operational cost control, including approved budgets, commitments, actual costs, accruals, Value of Work Done (VOWD), forecasts, Estimate at Completion (EAC), and cost variance reporting.
  • Strong analytical mindset with the ability to monitor project and operational costs, identify and investigate variances, determine root causes, and recommend corrective actions.
  • Ability to prepare accurate, reliable, and timely cost reports, dashboards, forecasts, and management information to support informed decision-making.
  • Ability to maintain effective cost-control measures throughout the project and operational lifecycle, ensuring expenditures remain aligned with approved budgets, forecasts, and operational objectives.
  • Good understanding of contract and procurement cost interfaces, including invoice review, cost allocation, change orders, variations, claims, and commitment tracking.
  • Ability to work closely with finance, procurement, planning, contracts, and technical teams to ensure cost information is accurate, complete, and aligned with project progress and contractual obligations.
  • Proficiency in ERP systems and MS Office tools, especially advanced Excel for cost reporting, analysis, and forecasting.
  • Excellent communication and reporting skills in both written and spoken forms, with the ability to present cost information clearly to management and project stakeholders.
  • Proficient in Kurdish and English, with advanced Arabic language.
  • Analytical, detail-oriented, proactive, solution-focused, and able to manage multiple tasks and deadlines

Education & Experience

  • Bachelor’s or master’s degree in engineering, Finance, Business, or related field.
  • Minimum 10 years of experience in cost control, including a minimum of 5 years in the oil and gas industry. Applicants without direct oil and gas cost-control experience will not be considered.
  • Strong knowledge in project management, and industry best practices.
