KAR OG Alan–Sasan DMCC is seeking an experienced Procurement Specialist to support Procurement and Contracts Department across oil & gas operations and projects in Erbil, Iraq.
Job Title: Procurement Specialist
Reports to: Supply Chain (Procurement) Manager
Location: Erbil – with occasional travel to Baghdad and Mosul Governorates
Schedule: Full-time Employee
Working Time: Sunday – Thursday (8:30-16:30)
Job description
- Oversee daily procurement operations. Manage acquisition of goods and services from start to finish in accordance with procurement procedure and ensure operational efficiency and cost effectiveness in the procurement and supply chain cycle.
- Leads procurement and contracting activities to support project plans, deliverables, and work program and budget.
- Responsible for developing sourcing and contracting strategies and ensuring goods/services are procured and delivered in time for the best cost/price (total cost of ownership) to align with the annual work program and budget, procurement plan, and department schedules. Responsible for sourcing suppliers, negotiating contracts, ensuring timely delivery of goods and services
- Performs procurement and tendering activities from start to finish for the supply of goods and services required for the oil and gas operations in Iraq, including contracting/procurement strategies, request for quotations, invitations to tender, single sourcing, low value purchases, framework agreements, and award recommendation reports.
- Successfully engages in and completes the full procurement cycle from prequalification, tender opening and closing, contract award, and supporting contract managers and contract administrators after contract award stage
- Experience in applying incoterms for delivery of goods, including requirements for insurance, factory acceptance tests, warranty periods. Working closely with logistics and warehouses teams.
- Ensures procurement activities are performed in accordance with procurement procedures and government instructions. Ensures ethical standards and transparent processes are followed during the procurement activities. Develop new purchasing policies and improve established purchasing policies, when needed
- Ensure purchase orders and contracts are signed on time in accordance with business plans.
- Solution oriented procurement leader who finds ways to source goods and services and identifies the best suppliers for operations, and identifies original equipment manufacturers (OEM) and when to use them
- Engages with suppliers in the region (Iraq and outside Iraq) to develop excellent vendor databases for different disciplines. Maintains vendor register ensuring government requirements
- Understands and incorporates strategy for logistics, transport, customs, import, warehousing and storage when required for procurement of goods, materials, and equipment. Ensures warranties are in place.
- Works closely with legal, contract engineer, supply chain manager, HSE, engineering, and other technical end users to draft contracts. Formulates contracts terms, conditions, appendices and attachments as needed depending on the nature of the procurement activity. Communicates and works with technical teams, procurement managers, and other constituents and stakeholders in the company
- Documents and stores steps in the procurement process and related activities for review, follow up and future audit. Maintains supporting documentation on file
- Ensures integrity over technical and commercial evaluations.
- Prepares annual procurement plan and reports on it on a regular basis to senior management. Reports regularly on procurement activities to senior management. Provide ad hoc reports to senior management when needed.
- Reports on procurement activities on a weekly, monthly, quarterly, and annual basis in accordance with the management reporting requirements. Prepare reports and supporting documents for government reporting, as required
- Mentoring staff. Supervises and directs junior staff in the right direction. Evaluate staff
- Reports problems and issues to senior management. Works as a team member to ensure a successful procurement department
- Analyze purchasing and procurement market trends in a quickly adapting market
- Supports team when ad-hoc requests/deliverables needed.
Requirements
Minimum requirements
- Meets the job description requirements above
- 8-10 years’ experience supporting oil company operations in a senior procurement role. Iraq and Middle east experience is an asset
- Experience and solid understanding in procurement, tendering, contracting, commercial terms, legal, documentation requirements, and reporting
- Strong negotiation, communication, and analytical skills. Demonstrated technical knowledge and reporting skills. Honest and ethical.
- Negotiate high-value contracts, mitigate vendor risk, managing supplier relationships, lead teams
- Proven experience following procurement policies and procedures.
- Responds to management requests and deadlines on time with accuracy. Works under pressure. Delivers results and improves processes and reporting over time.
- Manages multiple tenders and RFQ’s at the same time, working under pressure, to deliver results
- Foresees problems and can manage them accordingly as they come
- Strong in commerciality, procurement process, legal context and contract awarding
- CIPS certification is an advantage
